Speed, scale and sustainability are all under pressure. How should the industry balance rapid growth with expectations around power, water, emissions and community impact?

Balancing rapid growth with sustainability has become one of the defining challenges for the data center industry.

Data centers are no longer viewed solely as technology or real estate projects. They have become major energy and infrastructure investments with significant implications for local communities. U.S. data center demand is expected to account for a growing share of the nation’s electricity consumption, and some projections suggest it could drive nearly half of all electricity demand growth through 2030. At the same time, global data center water consumption is estimated at roughly 560 billion liters annually and is expected to increase significantly as AI applications require more intensive cooling. Communities are understandably asking more questions about grid capacity, water use, air quality, utility costs, and the long-term benefits these projects bring to the areas where they are built.

The most successful developers are recognizing that community engagement needs to begin early in the development process. Investing in workforce development, communicating openly with local stakeholders, and assuming responsibility for infrastructure costs can help build trust before construction begins. Some operators are also exploring “Ratepayer Protection” commitments, agreeing to absorb infrastructure costs through negotiated rate structures rather than shifting those expenses to residential customers. While these arrangements remain voluntary today, they reflect the direction many communities and regulators are moving.

Technology is also playing an important role in addressing sustainability concerns. Liquid cooling systems, including direct-to-chip and immersion cooling, are becoming increasingly common because they can support the higher computing densities required for AI workloads more efficiently than traditional air cooling. As processing demands continue to increase, many new facilities will need to adopt these technologies to remain competitive while using resources more efficiently.

Water and air quality will remain important areas of regulatory focus. California already requires detailed water use reporting for many data center projects, and other states are considering similar measures. Facilities that rely on natural gas generation or backup power systems must also navigate increasingly complex air permitting requirements, particularly as state regulations continue to evolve.

The industry does not have to choose between growth and sustainability. The companies that will be best positioned over the long term are those that demonstrate they can deliver both. Developers that invest in efficient infrastructure, engage constructively with communities, and incorporate sustainability into project planning are more likely to earn public support, attract investment, and move projects forward successfully.
